Dear Steel,
In your secret letter to Lee of the
14th of October, 1939, you asked that the code
books and intercepted telegrams dealing with
the discovery of an unauthorised wireless
telegraphy set in Hong Kong (Governor's telegram
to Colonial Office No. 307 of 26th September, 1939)
should be sent home for examination by the Code
and Cipher School. We have now received them from
Hong Kong, and I enclose a copy of the Governor's
despatch which covers them.
You will remember also the Governor's
telegram No. 382 of the 2nd of November, a copy of
which was sent to you on the 17th of November, in
which he referred to the great mass of documents
which had been seized, and said that if further
material was required to be sent home we should
